Philip M. Provost lives his entire life undercover. Nobody is really sure who he works for and he is rarely asked. The F.B.I. and C.I.A. both deny his existence as a living person which could mean Philip Provost is an alias or it could be denial by both firms. He is constantly on assignment no matter where he is at though, whether its relaying information as an observer or as an actual undercover agent he is always in contact with an official government agent. He has been responsible for the downfalls of several prominent drug cartels as well as shut down some international arms deals. He fits in anywhere and can disappear in an instant. He doesn't use disguises or other tricks of the trade to blend in. A change of clothes and his accent and he fits right in. He can be a friend to anyone and he seems familiar after just a few days. Every assignment went flawlessly until he got drafted by G.I. Joe.

With an unassuming codename, Chuckles, became G.I. Joe's main undercover agent even though he was still doing work for the F.B.I., C.I.A., or whoever else called upon his services. With his help G.I. Joe has foiled several of Destro's weapons deal with third world countries and stopped many of Cobra's plans before they were launched. All contact with Chuckles was made at neutral areas to protect the Joes just in case Chuckles gets found out. And that has happened once and nearly cost Chuckles his life. He thought he had successfully infiltrated the Headhunters gang but quickly learned his mistake when Gristle and the Stormtroopers blindsided him on the docks one night. A quick roll into the bay saved his life but didn't stop the injuries. The Headhunters filled the water with machine gun fire but Chuckles was able to evade any serious wounds. The blood trail back to the top of the water gave them enough reason to think he was dead. When he was sure the cost was clear, Chuckles dragged himself up on the docks away from where his "death" had happened. He decided to rethink his place in life and decided death might be the best thing for him. He had several bank accounts to live off of and he could disappear and that's just what he did. That is until his phone rang six months later and he heard the all too familiar clicking when he picked up followed by "Chuckles, this is Hawk...."
